Clay-Ray Veterans Hall Faces More Than $256K in Damages Following February Crash

Excelsior Springs, Mo.—The Clay-Ray Veterans Association has begun the extensive process of repairing major structural damage after a vehicle went airborne off Wildwood and landed on the roof of their building before dawn on February 15, 2025.

The impact caused substantial damage to the kitchen, hallway, and bathrooms, and left a large hole in the roof. That breach led to additional problems during February and March’s cold spells, allowing water and freezing temperatures inside, which in turn damaged flooring and other interior areas throughout the facility.

Until recently, the full scope of the damages remained unclear, though community members and organizations rallied quickly, offering help in any way they could. At a meeting earlier this week, the association’s board revealed an astonishing repair estimate, which puts the total cost of restoring the building to its pre-loss condition at more than $256,000.

Of that figure, about $70,000 is designated for kitchen repairs and appliances alone. The estimate discussed by the board included a comprehensive list of interior repairs, structural restorations, and necessary replacements. However, the estimate does not account for personal property losses, permitting, or the potential variance in materials and labor costs as work begins.

The association does have insurance coverage and intends to pursue reimbursement for the bulk of the damages. During a recent board meeting, Board President Chris Stull noted that their deductible is expected to be covered, stating, “As of now, there is no additional financial liability on us for the deductible.” Adding to the financial uncertainty, the vehicle driven by Calen D. Hollis had incorrect plates and was uninsured. This has complicated efforts to seek restitution for costs not covered by insurance.

Beyond the cost of repairs, the association continues to face mounting monthly expenses without their usual income streams. Events like Friday night bingo, raffles, membership gatherings, and venue rentals previously helped fund ongoing operations but have all been postponed indefinitely.

Public fundraising efforts are also in the works. The board is considering a Fourth of July event and is encouraging supporters to watch their social media for future announcements. Meanwhile, Stull has reached out to Missouri State Representative Mark Meirath to help identify potential avenues for financial assistance. While no direct funding has been secured, Meirath offered personal encouragement and committed to supporting efforts to keep the permitting process on track.

On Tuesday, March 18, permit applications for the repair work were submitted to city officials in Excelsior Springs. However, it was discovered that two contractors who had bid on the project were not licensed to perform work within city limits. According to Economic Development Director Melinda Mehaffy, the permitting process can move forward once those contractors obtain the necessary licenses. “We’re sympathetic to the situation, but we have to follow the same rules for everyone,” Mehaffy said. Approval could take up to two weeks, though all parties are hopeful for a quicker turnaround.

As of now, the association does not have a projected reopening date. “People are asking when we’ll reopen, but we don’t have a solid timeline yet,” said Stull. Despite the uncertainties, the board remains committed to restoring operations and reopening the hall as soon as repairs allow.

A Venmo account has been set up for those who wish to offer direct support. Donations can be sent to Clay Ray Veterans on Venmo. The board said this is currently the most effective way for the community to contribute as they work toward reopening.
