Winter Storm Prompts Zoom Meeting for Excelsior Springs City Council

Excelsior Springs, Mo. — The Excelsior Springs City Council conducted its Jan. 6, 2025, meeting via Zoom due to hazardous road conditions following a recent winter storm. Despite the virtual format, the council addressed some essential matters, including a board appointment and a significant purchase for the police department.

Duckworth Appointed to Capital Improvements/Transportation Trust Authority

The council unanimously approved the appointment of Charles “Chuck” Duckworth to the Capital Improvements/Transportation Trust Authority. Duckworth will fulfill the unexpired term of Stephen Stubbs, who recently moved out of city limits, making him ineligible to continue serving. Duckworth’s term will run until Sept. 30, 2027.

City Administrator Molly McGovern commended Duckworth for agreeing to take on the role. After a motion and a second, the council approved the resolution, and Duckworth was officially sworn in during the meeting. Mayor Pro Tem Stephen Spear and other council members expressed their gratitude for Duckworth’s willingness to serve.

Council Approves Purchase of Two Police Vehicles

In another unanimous decision, the council authorized the purchase of two 2025 Ford Police Interceptor Utility AWD vehicles for the Excelsior Springs Police Department. Chief of Police Gregory Dull outlined the need to replace two aging vehicles in the department’s fleet.

The new vehicles, to be purchased from Olathe Fleet in Olathe, Kansas, cost $45,735 each. They will be equipped with essential law enforcement gear, including emergency lights, sirens, security screens, and push bumpers, at an additional cost of $20,154.77 per vehicle. The total cost for the vehicles, including upfitting, is $135,019.54.

Funding for the purchase will come from the Public Safety Sales Tax Fund. Chief Dull noted that the PSST Oversight Committee had reviewed and approved the expenditure, ensuring compliance with the fund’s guidelines.

Public Works Efforts Praised During Open Discussion

During open discussion, council members praised the public works department for their quick and efficient efforts to clear streets and roads following the recent snowfall. Several members highlighted the importance of their work in keeping the community safe and expressed gratitude for their dedication during challenging weather conditions.
