For nearly a century, the quaint town of Excelsior Springs has celebrated Halloween with a unique tradition, the Annual Bill Payne Party. Hosted by the American Legion for the past 97 years, this party provides a safe and festive environment for children and families to enjoy the holiday. But what many might not realize is the intriguing history that led to the establishment of this beloved event.
A Challenging Start for Chief Payne
Back in 1925, Bill Payne was entrusted with the esteemed position of Chief of Police in Excelsior Springs. However, within just a year of his appointment, Payne faced a considerable challenge. Halloween of 1926 was a night that left a black mark on the town’s history. Vandals went on a rampage, painting windows, slashing car tires, defacing streets and storefronts, and even damaging one of the city’s bridges. The aftermath was described as a “disgrace to the city.”
Determined to ensure history wouldn’t repeat itself the following Halloween, Payne devised a plan. In 1927, he organized a party for the residents of Excelsior Springs – a party that aimed to deter potential mischief-makers. Attended by approximately 100 citizens, this event offered free food and drinks, generously donated by local merchants. The only catch? To gain entry, attendees had to pledge not to engage in any vandalism. The strategy worked wonders, drastically reducing the incidents of mischief that year.
A Tradition Continues
From that fateful evening, the Bill Payne Party became a cherished annual event, growing in size and popularity. Over the years, it not only served as a deterrent to vandalism but also as a community bonding experience.
This year, as per tradition, children are invited to be treated by downtown merchants from 4 to 6 p.m. on Tuesday, October 31, 2023. As the sun begins to set, the festivities will shift to the Clay Ray Veteran Hall at 208 Veterans Memorial Dr., Excelsior Springs, where the Bill Payne Costume Contest will commence at 6 p.m. sharp. Attendees can look forward to a delightful evening filled with vibrant costumes, hotdogs, sodas, and of course, the unwavering spirit of community.
For nearly 100 years, the Bill Payne Party has stood as a testament to the power of community, innovation, and a shared love for festivity. It serves as a reminder that sometimes, the best solutions to challenges come from thinking outside the box and rallying a community together for a common cause.
