Annual Bill Payne Halloween Party hosted by the Clay-Ray Veteran’s Association
Sunday, October 31, 2021
6:00 – 8:00 PM
Clay Ray Veterans 208 Veterans Memorial Drive

For more than 90 years Excelsior Springs has enjoyed the tradition of the Bill Payne Halloween Party. In 1926, during Halloween, vandals painted windows, slashed tires on automobiles, defaced the streets and storefronts and caused damage to one of the city’s bridges. In 1927, the Police Chief Billy Payne threw a party for the citizens of Excelsior Springs to provide an alternative Halloween celebration with free food and drinks, donated by local merchants. To gain entrance to the party, citizens had to pledge not to damage or destroy property. Over the years, it became known as the Bill Payne Halloween Party and it is still celebrated every Halloween in downtown Excelsior Springs!

Children are invited to come in costume to Clay Ray Veterans Hall located at 208 Veterans Memorial Drive, where members of the association judge the costumes based on a number of fun categories! Winners get monetary prizes to take home! After the contest families can enjoy hot dogs, chips, soda pop for free! Don’t forget, that your entrance to the party means you will follow the law on Halloween night!

For more info about Bill Payne or other interesting Excelsior Springs history, visit the Excelsior Springs Museum & Archives downtown on Broadway.

You can also spend the night in the old Payne jailhouse! Book your stay at the Payne Jailhouse Bed and Breakfast, where you can dine in the old jail cell.
