Excelsior Springs Planning and Zoning Meeting Preview – September 30, 2024

The Excelsior Springs Planning and Zoning Commission will hold its next meeting on Monday, September 30, 2024, at 6:00 p.m. in the City Council Chambers at 201 E. Broadway. The meeting is open to the public, and citizens are encouraged to attend or participate via Zoom (Contact the City Manager’s office for login information).

Residents have the opportunity to voice their opinions during the public hearings, particularly regarding the special use permits and zoning changes, which may impact neighborhood dynamics and future development in the city.

Key Agenda Items:

  1. Special Use Permit for Short-Term Rental – Pete and Veronica Meeks have submitted an application (SUP-24-006) for a Special Use Permit to operate a short-term rental in the R-3 Cluster Townhouse or Garden Apartment District at 205 S. Kansas City Avenue. A public hearing will be held to gather input.

  2. Tattoo Establishment Permit – Bethany Harvey is seeking approval (SUP-24-007) for a Special Use Permit to operate a tattooing establishment in the C-2 General Business District at 463 S. Thompson Avenue. This will also be discussed during a public hearing.

  3. Right of Way Vacation Request – Harmony Brown has applied for the vacation of right-of-ways at Lookout and Haynes Streets (VAC-24-001). This request, along with the consideration of a preliminary and final plat (PP-24-002/FP-24-002) and site plan approval (SP-24-002) for the property at 414 Lookout, will be reviewed. 

  4. Camping Facility Proposal – Harmony Brown is also applying for a Special Use Permit (SUP-24-008) to operate camping facilities in an R-2 Two-Family Residential District at Lookout & Haynes Streets.

  5. Sanitary Sewer Easement Vacation – Chap Land Co. has submitted an application (VAC-24-002) to vacate a sanitary sewer easement along Vintage Drive at Vintage Plaza Lot 15D. 

  6. Zoning Amendment – The City of Excelsior Springs is proposing an amendment (ZTA-24-002) to the R-4 Medium Density Residential District in the Zoning Regulations. This amendment, part of the ongoing code review process, pertains to multi-family residential housing.

The meeting will conclude with comments from the staff and board members before adjournment.
