Excelsior Springs Planning and Zoning Commission Meeting Summary - July 29, 2024
Call to Order: The meeting was called to order at 6:00 p.m. by Chairman Jake Simmons.
Roll Call: Present were Commissioners Jake Simmons, Dustin Borchert, Bob Gerdes, Don Kelley, and Jason Van Till. Staff members Doug Hermes, Melinda Mehaffy, Lisa Morgan, and City Council Liaison Mayor Mark Spohn were also in attendance.
Approval of Minutes: The summary of the June 24, 2024, meeting was approved with a 4-0-1 vote. Commissioner Kelley abstained as he was not a member during the June meeting.
Public Comments: No comments were made by visitors.
Agenda Items:
- SUP-24-004: A Special Use Permit renewal application by Lee Watkins for operating a short-term rental at 706 St. Louis Avenue in the R-4 Medium Density Apartment District was approved unanimously (5-0) with no time limit.
- SUP-24-005: Fountain of Humber 2, LLC applied for a Special Use Permit to operate a short-term rental at 205 Woods Avenue in the R-1 Single Family Residential District. Concerns from nearby residents were raised, including issues with property maintenance, potential neighborhood disruption, and the impact on property values. The applicant, Randall Bateman, addressed these concerns, committing to better property upkeep. The permit was approved with a two-year time limit, passing 5-0.
- ZTA-24-002: The City of Excelsior Springs proposed an amendment to Chapter 400 “R-4” Medium Density Residential District in the Zoning Regulations. The amendment was approved unanimously (5-0) after a brief discussion.
Staff Comments: City staff announced the upcoming review of The Flats at Coach Crossing applications in August and rescheduled a youth outreach event related to the Comprehensive Plan Update to a later date.
Commission Comments: Chairman Simmons welcomed new Commissioner Don Kelley and expressed appreciation to city staff for their efforts.
