Excelsior Springs Addresses Ongoing Trash Collection Challenges

Excelsior Springs has faced persistent challenges with trash collection services provided by Republic Services since changes were introduced in August 2023. The switch from daily pickups across different neighborhoods to a single-day “blast” route drew complaints from residents, citing issues ranging from weather disruptions to operational inefficiencies.

Republic Services struggled with numerous delays and service interruptions over the past year. Factors included snowy conditions, mechanical issues, staff shortages, and increased trash volume. In response to mounting frustration, the city requested compensation for services that were delayed.

The resolution was a Bulky Item Drop-Off event on May 11, 2024, where the cost of the dumpsters were paid to the dumpster company by Republic Services. This allowed residents to dispose of larger items using 40-yard dumpsters, along with scrap metal removal. While some residents expressed disappointment that the date didn’t fit their schedule, others appreciated its smooth operation and cost-savings that for some equaled hundreds of dollars.

The city, recognizing community dissatisfaction, worked with Republic to restore a five-day trash pickup schedule, similar to the service before August 2023. Mayor Pro Tem Stephen Spear acknowledged residents’ frustrations, stating, “We share in the community’s frustration with the trash collection service and have been working with Republic on resolving these issues. With better weather and consistent drivers, I believe we will begin to see major improvements in service levels.”

The updated five-day schedule began last week, at the same time as a historic blizzard that halted pickup for many residents, complicating the new change and leaving citizens further frustrated. 

In December 2024, the City Council approved a three-year extension to Republic’s contract, ensuring services continue past the current agreement’s expiration in June 2025. A key addition to the contract prohibits route changes without prior city approval, preventing sudden shifts like those that occurred in 2023.

Despite these changes, delays persisted last week as Republic Services reported running behind due to increased trash volume from missed pickups during the winter storm and time-consuming manual adjustments. Public Works Director Chad Birdsong advised residents to leave carts at the curb if service is delayed and reminded them to position carts correctly to avoid missed pickups.

“Carts need to be three feet from any other object, including other carts, and placed on a level surface facing the street,” Birdsong explained. “If a cart is inaccessible due to obstructions like retaining walls, parked cars, or utility poles, it will be skipped. Contamination in recycling bins or improper items in trash carts can also prevent pickup.”

To report missed pickups, residents should leave their trash at the curb and contact Public Works at 816-630-0755. Updates are regularly posted on the city’s website and Facebook page.
