EXCELSIOR SPRINGS, Mo. (Sept. 3, 2024) — The Excelsior Springs City Council approved liquor licenses for two new businesses, advanced a housing development project, and greenlit tax abatements for historic building renovations during its Tuesday meeting while also reviewing financial reports for July and making several key board appointments. The Council meeting was held on Tuesday due to the Labor Day holiday on Monday.
Liquor Licenses: QuikTrip and Warbird Whiskey
Two liquor license applications were presented by Police Chief Gregory Dull.
The first application was from QuikTrip, a new business located at 2021 South Jesse James Road. Chief Dull reported that all necessary documents, including the Missouri State Liquor License, Business License, and Certificate of No Taxes Due, had been reviewed and approved. The council voted unanimously to approve the application.
The second application was for Warbird Whiskey, a new business at 251 E. Broadway Ave. Suite A, owned by Bo Bateman. Chief Dull explained that this application, which included a temporary state liquor license and other required documents, had also been reviewed and approved. Since the location previously housed Eastside Tavern, no neighborhood petition was required. The council unanimously approved the application.
Annual Board Appointments and Appointment of Third Alternate to BZA
The following board appointments and reappointments were presented and approved:
- Alisha Bultemeier – Reappointed to the 1645 Kearney Rd. Community Improvement District until 6/16/28.
- Jeff Blobaum – Reappointed to the 1645 Kearney Rd. Community Improvement District until 6/16/28.
- Lyndsey Baxter – Reappointed to the Capital Improvements/Transportation Trust Authority until 9/30/27.
- Stephen Stubbs – Reappointed to the Capital Improvements/Transportation Trust Authority until 9/30/27.
- Bill Griffey III – Reappointed to both the Enhanced Enterprise Zoning Commission until 9/30/29 and the Excelsior Springs Redevelopment Corporation until 9/30/27.
- Mike Edwards – Reappointed to the Excelsior Springs Redevelopment Corporation until 9/30/27.
- Darryl Couts – Reappointed to the Historic Preservation Commission until 9/30/27.
- Rick DeFlon – Reappointed to the Historic Preservation Commission until 9/30/27.
- Christy Marker – Reappointed to the Community Center Board until 9/30/29.
- Greg Broadbent – Reappointed to the Community Center Board until 9/30/28.
- Nate Williams – Reappointed to the Community Center Board until 9/30/28.
- Julia Goldstein – Reappointed to the Planning & Zoning Commission until 9/30/28.
- Brad Eales – Reappointed to the Public Safety Sales Tax Oversight Committee until 9/30/27.

Additionally, Jody Pasalich was appointed as the third alternate to the Board of Zoning Adjustments (BZA), filling the unexpired term of Cindy Spellman, who replaced John McGovern. The alternate positions on the BZA help ensure quorums are met for meetings.
Land Deed for Portion of Lot Next to 414 South Thompson
The Excelsior Springs City Council unanimously approved a resolution on Sept. 3, 2024, authorizing a quit claim deed to Mark and Brenda Kilgore, owners of the 414 Company located at 414 Thompson Ave. The resolution transfers a portion of an adjoining lot to the Kilgores’ property. This transfer will allow the Kilgores to maintain the lot and make necessary improvements to protect their property.
353 Tax Abatements for 111 North Main Street and 115 E. Broadway
Two applications for Chapter 353 tax abatements were presented by neighborhood specialist Laura Mize and were approved unanimously.
The first application came from Jeff and Lisa Watkins of Divine & Main LLC for improvements to the historic property at 111 North Main Street, located in the Hall of Waters Historic District. The building, dating back to between 1909 and 1911, is being renovated to include two commercial spaces on the ground floor and five residential units on the second floor. The scope of work includes electrical upgrades, roof repair, plumbing, tuckpointing, new windows and doors, HVAC installation, painting, wood rot repair, and sidewalk replacement. The project qualifies for Level C abatement—100% abatement for 10 years, followed by 50% abatement for 5 years, or until the cost of improvements, totaling $361,003.42, is fully abated.
The second application was from Jody and Linda Pasalich, owners of Other Trails Coffee and Goods, located at 115 E. Broadway Street, also in the Hall of Waters Historic District. The Pasalichs are seeking abatement for improvements to the building’s entryway, having already made interior and HVAC upgrades, refinished the basement, and enhanced the courtyard. The project qualifies for Level A-2 abatement, offering 100% abatement for 10 years or until the cost of improvements, estimated at $27,095.48, is abated.
Preliminary and Final Plat and Infrastructure Improvement Agreement for The Flats at Coach Crossing
At the Sept. 3, 2024, meeting, Planning Consultant Dough Hermes presented the preliminary and final plat as well as the site plan for The Flats at Coach Crossing housing development, which were all approved unanimously. The development, proposed by DHTC Development at 1117 Tracy Avenue, will subdivide a 10-acre vacant property into four lots for medium-density residential use.
Infrastructure improvements include a cost-sharing agreement between the City and the developer to upgrade the water main along Tracy Avenue. According to Hermes, the project aligns with the City’s Comprehensive Plan, and stormwater management will be handled by a detention area on the southern portion of the property. Approval was granted with the condition that a Development Agreement addressing the water main upgrade be finalized.
July 2024 Revenue Report and Financials for Review
Finance Director Vonda Floyd presented the Revenue Report and Expenditure Approval Lists for July 2024. The report detailed the following appropriations and payroll expenditures:

- Appropriations (07-11-24): $156,813.99
- Appropriations (07-18-24): $69,610.22
- Appropriations (07-25-24): $282,962.62
- Payroll (07-15-24): $433,398.72
- Payroll (07-31-24): $449,627.38
The total expenditures for the month amounted to $1,690,978.65. Floyd also reported that total revenues received in July were $2,841,579.55. The council accepted the report as part of the regular financial review.
