City Council Recap: Hospital Reports Growth and Progress

• Proclamation – National Hospital Week 2022 – Excelsior Springs Hospital CEO, Kristen DeHart was on hand to accept the proclamation from Mayor Sharon Powell.

• Presentation – Excelsior Springs Hospital’s Annual Report – Excelsior Springs Hospital CEO, Kristen DeHart delivered an in-depth report on the growth, achievements, and goals of the hospital over the past year.

• Consideration of Golf Cart Lease Agreement – Resolution No. 1344 (previously tabled) – Shane Gardner with Orion Management presented a proposal for the lease of 72 golf carts over the span of five years at a total cost of $249,420. In his presentation, Gardner emphasized key points such as the 4-year maintenance program and pointed out that the golf carts at Excelsior Springs Golf Course generate about $240,000, while the lease payment is around $50,000 per year, a net profit of ~$190,000 per year. Council approved unanimously.

• Consideration of Parks & Recreation Board Appointments – Resolution No. 1346 – Several appointments/re-appointments were made to the Parks and Recreation Board. Appointments were as follows:

Ms. Sherri Branson-Hurt, appointed until 5/31/2025
Ms.Terri Irons, appointed until 5/31/2025
Scott Buckman, re-appointed until 5/31/2025

• Consideration of School Resource Officer MOU Agreement – The Council approved a proposal presented by Police Chief, Gregory Dull, that would allow the continuation of a partnership between the City of Excelsior Springs and the Excelsior Springs School District, in which the police department provides School Resource Officers of which the school district provides 75% funding. In his letter to the council, Chief Dull stated:

Based on the recommendations from the Missouri School Board Association (MSBA) and the National Association of School Resource Officers (NASRO), the City of Excelsior Springs and the Excelsior Springs School District annually adopt a written Memorandum of Understanding (MOU) agreement regarding our School Resource Officer partnership.  The current MOU agreement for the ’21-’22 school year is valid until June 30, 2022.

For the upcoming school year, the school district expressed an interest in continuing the partnership and establishing another MOU, which is attached for your review.  The Excelsior Springs School District School Board approved the new MOU agreement at their meeting on May 9, 2022, and once again are requesting to fund three (3) SRO positions for the ’22-’23 school year.  The only notable changes from last year’s MOU agreement are changes to the school year dates and the inclusion of Cornerstone Elementary.

The primary objective of the SRO agreement establishes that the SROs are employees of the police department, and not school district employees.  This provides legal protections to both the city and the school district.  The agreement also addresses expected costs and terms, and helps formalize the relationship between the school district and the police department.

• Consideration of Change Order #1 for Police Station Roof – Resolution No. 1348 – Replacement of the skylight on the Police Station went over budget by $11,890.15. Funds were approved by Capital Improvements Board, Monday, May 9th and Council gave their approval Monday, May 16th.

• Consideration of Contract for Community Center Pool Dome – Resolution No. 1349 – Approval was made for a contract in the amount of $394,538 for the Community Center Pool Dome Project, between the City of Excelsior Springs, and Arizon Structures WorldWide, LLC. These funds are budgeted as part of the Phase II construction for the Community Center’s addition of an outdoor pool.

• Consideration of Appropriations – Ordinance No. 22-05-04 – Monthly appropriations were approved.

• Remarks – City Manager, Molly McGovern briefed the council on several upcoming grants and funding opportunities she and her team would be applying for.
