Changes to Golf Course Fees Approved by City Council

There were only a few items outside the routine “housekeeping duties” which stood out at Monday evening’s meeting of the City Council. First it was announced that filing for the April 5th General Municipal Election will be open from December 7th until December 28th.

The first day to file for the April 5, 2022 General Municipal Election will be Tuesday, December 7, 2021 at 8:00 a.m. Filing will close at 5:00 p.m. on Tuesday, December 28, 2021. The final day for certification of the ballot is January 25, 2022. This year there is one (1) position that will become vacant on the City Council. Filing is done with the City Clerk in the office of the City Manager.

December 28, 2021 Cease taking applications at 5:00 pm
January 25, 2022 Final Certification Date. A Certified Ballot is forwarded to Clay
and Ray Counties, as it is to appear for the General Municipal
Election by 5:00 pm.
March 9, 2022 Close of Voter Registration.
April 5, 2022 General Municipal Election Day
April 15, 2022 City Clerk issues Certification of Election
To Be Elected: One (1) Council Position for a three-year term

Melinda Mehaffy, Economic Development Director, saw her proposal to update codes pertaining to Fire Codes and Swimming Pools updated to be in line with regional codes.

The City of Excelsior Springs began reviewing the 2018 International Code Council codes for
adoption in 2020. These model codes and referenced standards are generally adopted on a three year cycle with the codes last updated in 2015. The City works under the 2012 Code.
The City would like to adopt the 2018 codes as has been done by a number of other communities.
In the past, Kansas City would lead the adoption process in the metro area and would host
meetings with the outlying and surrounding communities and counties to allow the entities to talk
about modifications to the codes that were being adopted. This has allowed for similar adoption of
the code by all departments. With COVID-19, the process was not completed and each city and
county has moved forward at their own pace. We have reviewed the process used by others
including Kansas City and Gladstone and have made some modifications to the codes that are
minor.
For your evaluation and adoption with this request is the adoption of the 2018 International
Property Maintenance Code (Chapter 510.010), Chapter 535.100 Fire Protection, and Chapter
545 Swimming Pools.

Contractor Orion Management sent representative Shane Gardner to the meeting to answer the Council’s questions about their recommendations for membership and green fees for 2022. Rates from regional courses were provided as a comparison. See the attached document for a full breakdown of the changes which were unanimously approved.
